Personality
Lance is a person of varying depths, many of which appear shallow from the surface. For the most part, he likes to think of himself as a loner, the desperado or 'lone wolf' if you will. In truth, he craves attention. Preferably the good kind, of course, but he'll take what he can get as long as people are paying attention to him. He loves looking good, and because of this has a tendency to be extremely obnoxious and full of himself, and is very quick to defend his 'honor' whether or not he's actually capable of it.
In general, he tends to have a shady aura to him, like he's hiding something. However, he's honed himself to be a master con artist, and because of this is very quick with his tongue - though it's not uncommon for him to get tangled in his own lies. He's a skilled actor who has mastered the art of controlling his outward emotions, making people see in him what he wants them to see and telling them the things he knows they want to hear. Because of this, his thoughts and true nature can be hard to discern, especially so for people who aren't familiar with him. Despite this talent it's still only acting and after awhile tends to reveal itself for the superficial thing it.
Overall, he's a pretty snobby and selfish little jerk who's only out for himself and his own well-being. Despite his acting talents, he's antisocial and has a complete lack of empathy, and can therefor only see and understand what he himself feels. No matter what he might say, and no matter how much he might manage to convince even himself, very rarely does he put out effort for another if it doesn't somehow benefit himself. He's a freeloader and a scavenger, taking what he can with almost no regard for who it hurts, and often uses people for his own purposes.
And yet, in pure contrast, there's a side to him rarely seen buried deep beneath the antisocial mentality that only few can see, much less really understand. This is his moral side. Despite all of his behavior, Lance truly does want to be a good person, help others and lead a decent life. In fact, his promises and good intentions are indeed genuine at the time he makes them. Most would consider this another act, and to some degree he is indeed only fooling himself. His lack of empathy coupled with his tenacity and lack of self-control leads him to have no idea how to accomplish these inner desires.
Despite how he often comes across, Lance is, surprisingly, extremely intelligent. He has an uncanny sense of intuition, allowing him to pick virtually anything up and learn/understand it quickly and with ease. If he really set his mind to it he has the potential to be among the world's great geniuses. Unfortunately… he wastes this talent pursuing things that will only inevitably backlash and hurt him. His utter lack of common sense and inability to learn from his mistakes absolutely stunts any potential he has.
One thing that is not recommended is making Lance feel threatened. Often times when he ends up in a fight his rational mind will completely shut down. He tunes out pain and fatigue and enters a blind rage, often causing great harm to himself as well as his opponents.
Abilities
Physical
Lance is very quick on his feet with decent reflexes and very acute senses, especially so for his sense of smell. His mechanical arm is lightweight and durable, giving him an above-average boost in strength. His mechanical eye can also be used to enhance his already naturally well developed night vision, and is also capable of thermal vision. He can additionally electrify his clawed fingertips for use like a taser, capable of various settings from a small static zap, to potentially incapacitating a target, and can be used in resourceful ways.
Internally, he has a variety of artificial enhancements for helping to improve his stamina, speed, strength and even his ability to heal (about twice the speed of a normal person). This is coupled with an already naturally high pain tolerance, as well as a trait listed under personality that allows him to block out pain and fatigue altogether, allows him to take a serious beating and shrug it off.
Learned
As a child Lance had been enrolled in a martial arts dojo, and managed to make it as far as brown belt. However, due to lack of practice over the years he has lost much of his skill and is more proficient at street fighting. He's very resourceful and adept and using his surroundings to his advantage and has no qualms about inflicting serious pain on those who start fights with him. He is proficient with a variety of firearms due his experience in both the Syndicate and the Dark Legion, and he carries an ultra-realistic holographic device that makes him appear as he did before becoming a cyborg.
Lance is an extremely fast learner, able to pick up new things with ease, and because of this is something of a jack of all trade, master of none, with skill in various things such as survival (due to his love of the outdoors), mechanics (mostly dealing with cars), first aid, and the like. He's also honed himself as a talented actor capable of masking his emotions when he wants to.
Chaos/Sol
Chaos Charm: Allows him to open any person he uses it on up to his suggestion. It creates a feeling of euphoria, and though the charmed person is fully aware of their actions and retains full control of themselves, its effects most often persuade them to doing or saying things they may not normally at his command. The amount of time the effect lasts varies from person to person and weakens the longer it's kept in use. The amount of time and strength increases with each emerald in his possession.
Weaknesses
Physical
As a canine with a highly developed sense of smell, bad odors can be more devastating to him then one might initially realize. The same can also be said for his other senses to lesser degrees, in terms of his hearing (loud sounds) and vision (bright lights).
In terms of his cybernetics, strong magnets can be used to restrain him and an EMP can be used to disable his arm and eye (his internal implants are insulated by his body). It's possible to hack or plant a virus into his limbs due to the fact they actually do have computers in them, provided the firewall can be gotten past, and he's prone to general mechanical failures.
Having no sense of touch in his mechanical arm is also a disadvantage, causing him to sometimes physically forget where he's placed it and need to check on it visually, as well as potentially not noticing damage until it becomes a liability.
Mental
If there's one thing Lance absolutely lacks, it's common sense. He's extremely arrogant and lacking in self-control, making him very prone to getting himself in trouble… especially so with females. This isn't helped by his habit of lying, and exaggerating, as well as his tendency to not learn from his mistakes.
Pre-RP History
Lance's early life had been one of turbulence. His parents divorced while he was still young and his mother took custody over him, though he would still make frequent visits to see his dad. From almost the start Lance had proven himself to be a problem child for his mother, as he was stubborn, willful and hard to control. His mom tried hard to curb this, enrolling him in various activities in the hopes he would find a niche, including martial arts - but the story was always the same. Lance simply wouldn't behave, and so he would be kicked out.
This only got worse as he got older, falling into the wrong crowd, and eventually joining a gang which happened to be in the lower rungs of the Underground Syndicate. He became involved in various illegal acts, from theft, drug trafficking, and escalating to more violent crimes - at one point he nearly beat a member from a rival gang to death with a lead pipe. He was constantly in and out of juvenile hall for what offenses he was found for.
It was around age 20 when he met a woman named Jacky Campbell. As it turned out she was the daughter of a member of one of the higher rungs in the Syndicate. Seeing the opportunity for both a hot girlfriend and a promotion, he used his charisma to get close to her, and through her, to her dad. This wasn't too hard - Jacky was a shallow and spoiled young woman. She became attracted to the fact Lance was both handsome by her standards, and a member of an endangered species, making him a perfect trophy boyfriend. As he drew closer to her, he also began to hobnob with her parents.
What neither he or Jacky ever expected was that they would develop genuine feelings for each other. Dating led to engagement, and with her father's blessing the two were wed. A son and daughter were produced from the relationship, and for awhile it seemed as though Lance would actually settle down, having managed to keep himself clean for several months after.
And then Jacky's father finally arranged for that promotion Lance had so eagerly wanted. Lance was ecstatic - but when Jacky learned of this development she immediately forbade it. Despite the comforts growing up with her father in the upper Syndicate had brought her, and the potential opportunities it would open to Lance… she just plain didn't want to deal with basically raising the kids by herself, being unsure of what sort of assignments Lance would be given.
This put Lance into a bind. On the one hand, this was an opportunity he would never receive again - he was tired of being a common thug and wanted more - but on the other hand he genuinely cared for his family. After a long and hard debate, punctuated by several fights between him and Jacky, he took the offer… telling Jacky she could "just deal with it".
The following week was a surprisingly quiet one, as Jacky refused to speak to him and had moved into the guest bedroom. While Lance noticed the passive-aggressive behavior, he thought little of it, figuring she would get over it sooner or later. Following that week, his next return from an assignment left him shocked - Jacky and both kids were gone, and aside from a few of his own possessions, the house had been cleared out. When he confronted her parents, she found her father livid and her mother refusing to speak a word.
Despite several attempts to track down her location, all roads lead to failure. Stricken with grief over the blow losing his kids had caused, Lance attempted to take his life through overdose. However, before having done so, he had called his mother to give his final goodbyes. Through her he was found, and despite slipping into cardiac arrest at one point, he was revived and received treatment. To add insult to injury, once he had recovered enough, he was immediately arrested under drug trafficking suspicions.
The following years would continue the same process of him being arrested, serving a brief amount of time to avoid suspicions among the gang and being released - his connection to the upper Syndicate gave him a certain level of protection, though the nature of his job frequently put him in the lower rungs under the guise of a common thug to monitor their status. His time spent after losing his family hardened him back into the vulgar sociopath he once was.
Then he, of all people, would receive a top secret assignment and an invitation to join the inner circle from the head of the Underground Syndicate himself… not the pretty boy Bartleby MontClair who played the role of leader and served as a scapegoat… but the true leader, Mammoth Mogul. Lance was flabbergasted, but nothing could prepare him for what this assignment would entail - to infiltrate the Dark Legion, establish himself as one of its members, and leak information about it back to Mogul.
But there was one major problem. One of the key requirements to becoming a member of the Dark Legion was to become a cyborg. There was another problem, too… the offer wasn't optional. Lance was given the option to decide which limb was the least vital to him, and when he refused to answer, the choice was made for him - having his right arm removed. Hospital records were hacked to accommodate him, and soon he would have his first appointment with Dr. Zachary.
However, the experience with Mogul had left him bitter. His job was to impress Zachary, whether or not he could get the doctor to admit his alter-ego, and convince him he was a perfect candidate for the Legion… through whatever means necessary. Lance sang, spilling everything from what Mogul had told him, to what had become of his arm. Revealing his position in the Syndicate and who his contacts were, Lance offered to leak information about the crime ring's activities back to the doctor.
Impressed by both the wolf's tenacity and his dangerous treachery, Zachary agreed, using what Lance had admitted as leverage to keep him from betraying him. Lance went through the process of becoming a legal cyborg, and once through his therapy, was invited to the Dark Legion. There his arm was upgraded with its taser, and Lance began his new role as double agent, playing both the Undergound Syndicate and the Dark Legion against each other.
Post-RP History
Heat blasted a ceiling down on top of him while trying to catch an escaped prisoner. That's pretty much it so far.

Misc. Info
Lance's mechanical eye and internal cybernetics were not the result of the original incident that he became a cyborg over. Having been unused to Fini's methods of conduct, he wound up gravely wounded during one of his first few missions. When he was brought back to have medical treatment preformed… Fini simply took his liberties regardless of whether or not the areas were actually wounded. Though the eye was fairly obvious, Lance didn't learn about his internal cybernetics until months later.
